Biometrics provides efficient and reliable solutions to recognize individuals. With increasing number of identity theft and miscues incidents we do observe a significant fraud in e-commerce and thus growing interests on trustworthiness of person authentication. Nowadays we find biometric applications in areas like border control, national ID cards, e-banking, e-commerce, e-health etc. Large-scale applications such as the European Union Visa Information System (VIS) and Unique Identification (UID) in India require high accuracy and also reliability, interoperability, scalability, system reliability and usability. Many of these are joint requirements also for forensic applications.

Multimodal biometrics combined with fusion techniques can improve recognition performance. Efficient searching or indexing methods can accelerate identification efficiency. Additionally, quality of captured biometric samples can strongly influence the performance. Moreover mobile biometrics is an emerging area and biometrics based smartphone can support deployment and acceptance of biometric systems.

However concerns about security and privacy cannot be neglected. The relevant techniques in the area of presentation attack detection (liveness detection) and template protection are about to supplement biometric systems, in order to improve fake resistance, prevent potential attacks such as cross matching, identity theft etc.

The BIOSIG 2016 conference addresses these issues and will present innovations and best practices that can be transferred into future applications.

EAB Research Projects Conference (EAB-RPC) 2016

The European Association for Biometrics (EAB) and numerous EU research projects, namely FIDELITY, FastPass, BEAT, FutureID, MobilePass, Eksistenz, PCAS, PIDaaS, ORIGINS, ABC4EU, INGRESS, HECTOS, BODEGA, OCTAVE, PROTECT and SpeechXRay are jointly organizing the 3rd EAB Research Projects Conference (EAB-RPC) to present research results and to discuss the benefits of this research for our European society. This third conference will present updates of the projects introduced in the first and second conference. New projects in the fields of border control, speaker identification, template protection and more will be presented. Experts from the biometric community will report about their results.

The European Agency for the operational management of large-scale IT systems in the area of freedom, security and justice (eu-LISA) and also the Directorate-General of Migration and Home affairs (DG Home) will be supporting the event by contributing keynote talks. Moreover both institutions as well as the European Agency for the Management of External Borders (Frontex) will discuss current and future research objectives in a panel discussion "Mind the gap – what research is needed for current and future operational biometric systems". DG Home will also provide an overview of current research projects and the future work programme in the field as supported by the Horizon 2020 "Secure Societies" challenge.

Motivation

Biometrics and Identity Management are key research topics that are currently investigated in a variety of EU projects running under the seventh Framework Programme (FP7) and in the Horizon 2020 research program. International research is dealing with innovative solutions for secure and privacy compliant biometrics and federated identity management. For the third time all major European research projects in the area of Biometrics and Identity Management will be provided with a single platform for information exchange and discussion. This will contribute to a stronger research community at European level and a stronger position for European R&D in an international context.

Background

The development of a mass-market in connected mobile devices, like smartphones and tablets, has allowed users the convenience of accessing remotely a variety of services which previously needed face-to-face interactions or to have physical access to the service provider’s infrastructure. For some services, convenience should not need to concessions to the necessary security needs. These services include for example remote payment on commercial websites, banking transactions or certified signing of official documents.

To allow for these trustful interactions, the need of reliable user authentication is of paramount importance. It is then important to properly evaluate the accuracy of biometric authentication to ensure that security is strong enough to allow trusted mobile transactions. Currently no common standards on quality and performance for mobile biometrics exist, nor the capabilities to independently verify if certain predefined quality requirements are met. This is partly due to the fact that suppliers deliver their biometric modules as a black box, partly because end users don't have clear requirements to impose on biometric suppliers.

Objectives of the workshop

The rapidly expanding integration of biometrics into smart phones for transaction authentication makes quality assurance of the biometric modules increasingly important. Independent assessment of performance and security will be needed to keep transactions safe and reliable within the regulations and standards of existing payment and transaction frameworks.

The workshop has the objective of coming to an approach on how to move forward in the process of establishing minimum standards for biometrics on mobile devices, as well as to provide for a draft roadmap of developing capabilities to evaluate the performance of mobile biometrics based on these standards.

The International Conference on Information Fusion is a premier forum for interchange of the latest research in information fusion and discussion of its impacts on our society. The conference brings together researchers and practitioners from industry, government, and academia to report on the latest scientific and technical advances. Authors are invited to submit papers describing advances and applications in information fusion.

The 19th Fusion conference will be held in Heidelberg, Germany at the Heidelberg Convention Center located right at the river Neckar within the historic city. Heidelberg's famous historical castle, the Old Town, and the longest pedestrian zone in Europe are a must see for everybody visiting Germany.

This session will focus on the latest innovations and best practices in the emerging field of multi-biometric fusion. Biometrics builds an identity recognition decision based on the physical or behavioral characteristics of individuals. Multi-biometrics aims at outperforming the conventional biometric solutions by increasing accuracy, and robustness to intra-person variations and to noisy data. It also reduces the effect of the non-universality of biometric modalities and the vulnerability to spoof attacks. Fusion is performed to build a unified biometric decision based on the information collected from different biometric sources. This unified result must be constructed in a way that guarantees the best performance possible and take into account the efficiency of the solution.

The topic of this special session, Information Fusion in Multi-Biometrics, requires the development of innovative and diverse solutions. Those solutions must take into account the nature of biometric information sources as well as the level of fusion suitable for the application in hand. The fused information may include more general and non-biometric information such as the estimated age of the individual or the environment of the background.

Biometrics for Civil ID is a workshop and conference about the use of biometrics for national identity systems and electronic services. The paper ‘Identity Management in 2030’ by the Dutch National Office for Identity Data provides us with a vision where conclusive proof of identity is evolving into a situation of achieving evidence of identity, subjected to scenarios, availability of information and prior knowledge about a person.

The first Apple smart phones with inbuilt fingerprint authentication functionality has brought biometric authentication into the domain of mass markets. At the same time, governments understand that identity management is crucial to their operations and that a reliable identity infrastructure is a precondition for a successful implementation of identity management. Both in the electronic services domain as well as in national identity management, biometrics seem increasingly to take a pivotal role in facilitating convenient electronic consumer services, while providing an important addition to the establishment of a credible identity. This includes the power of biometrics to de-duplicate ID databases and to prevent identity fraud with tokens such as passports, national ID cards and smart phones.

The workshop and conference will look into future scenarios starting with the reality of today. Topics to be discussed are:

OMNICARD, the celebrated conference for experts in the field of electronic identification, is now known as OMNISECURE. Enormous technological change over the conference's 23-year history has broadened the spectrum of topics covered by the conference, and for this reason it is appropriate that we take on a new name. Electronic identification and the security measures it requires are now the conferences cross-sectional themes, and are relevant to all sectors and application fields, such as energy, banking, payment, the automotive industries or Industry 4.0. The name OMNISECURE captures succinctly the new breadth of our approach. With our motto "The world of smart ID solutions", the conference will be launched under its new name in January 2016.
