The European Association of Biometrics, the Cost Action IC1106 (Integrating Biometrics and Forensics for the Digital Age), the Cost Action IC1206 (De-identification for privacy protection in multimedia content), have established to convene a joint meeting between the EAB Ethical Committee, Cost Action IC1106 WG6 (Ethical and societal implications of emerging forensic biometrics), Cost Action IC1206 WG4 (Ethical, bioethical, societal and legal aspects and guidelines for de-identification and reversible de-identification). The joint meeting will be held in Darmstadt/Germany, on Sept 6, 2013, in conjunction with the 2013 International Conference of the Biometrics Special Interest Group (BIOSIG). Main goals of the meeting are to link different initiatives, to exchange information, and to create a wider network devoted to ethical and societal implications of biometrics, and to pave the way for a strategic research agenda on ethical, societal and policy implications of biometrics.

Biometrics provides efficient and reliable solutions to recognize individuals. Growing interests on trustworthiness of authentication stimulate employment of biometric techniques. Nowadays, biometric applications can be found in diverse areas such as health monitoring, national ID cards, e-banking, e-commerce, etc. It rises to challenges of robustness, reliability, interoperability, scalability, system reliability and usability. Large-scale applications such as the European Union Visa Information System (VIS) and Unique Identification (UID) in India require high accuracy. Multimodal biometrics combined with fusion techniques can improve recognition performance. Efficient searching or indexing methods can accelerate identification efficiency. Additionally, quality of acquired biometric samples can strongly influence the performance. Quality assessment methods can notonly guarantee success of authentication but can also provide helpful feedback to system operators during the capturing process. Recently it was shown, that biometric recognition with low cost sensors embedded in mobile devices such as cell phones can improve deployment and acceptance of biometric systems.

FUSION 2013: Special Session – Information Fusion in Multi-Biometric Systems

The 16th International Conference on Information Fusion will be held in Istanbul, Turkey at the Askeri Museum. Authors are invited to submit papers describing advances and applications in information fusion and encouraged to present unique approaches and examples extending the topics of interest.

The session will focus on the latest innovations and best practices in the emerging field of multi-biometric fusion. Biometrics tries to build an identity recognition decision based on the physical or behavioral characteristics of individuals. Multi-biometrics aims at outperforming the conventional biometric solutions by increasing accuracy, and robustness to intra-person variations and to noisy data. It also reduces the effect of the non-universality of biometric modalities and the vulnerability to spoof attacks. Fusion is performed to build a unified biometric decision based on the information collected from different biometric sources. This unified result must be constructed in a way that guarantees the best performance possible and take into account the efficiency of the solution.

The topic of this special session, Information Fusion in Multi-Biometrics, requires the development of innovative and diverse solutions. Those solutions must take into account the nature of biometric information sources as well as the level of fusion suitable for the application in hand. The fused information may include more general and non-biometric information such as the estimated age of the individual or the environment of the background.

From the early days, when security was the driving force behind biometric research, today's challenges go far beyond security. This conference will consider where advanced documents are heading in the future, including both market and technological trends. It will look at the effectiveness of these documents in preventing crime, increasing mobility and enhancing citizen services; it will report on possible weaknesses and risks in the life cycle of documents and the identity architecture within which they are used. Different vertical markets will also be discussed, such as the latest advances in border control and the use of eIDs when interacting with governments. The need for understanding and exploiting the current and emerging technologies and services for the automated recognition of human identity is of increasing importance to the economic and social welfare. It deserves a concerted, multidisciplinary and sustained effort. The European context is unique for its diversity, interdependence, heritage and values. It creates special requirements and opportunities for the development of biometric technologies and services to maximise the benefit for the citizens and to protect society from any possible adverse side effects.
The European Biometrics Symposium engages stakeholders from all European countries including the European Commission and the European Parliament. It brings together a pan European network of national contacts points and platforms from governments, industry and academia, and provides a program that appeals to common needs.
